Portugal's "D7 Passive Income/Digital Nomad Visa" program, one of Europe's most popular, has now generated a full year of official residency and tax data. The results provide a clear, data-driven picture of who is moving, what they do, and their economic impact, offering critical intelligence for other countries considering similar policies. Contrary to the stereotype of itinerant bloggers, the data reveals the visa is predominantly used by established, high-earning remote professionals in specific sectors.
The largest cohort consists of "Senior Software Engineers" and "Tech Product Managers" employed by U.S. or Northern European companies, followed by "Financial Consultants" and "Marketing Directors" who serve international clientele. These professionals typically earn well above Portugal's average income, driving up rental and purchase prices in specific neighborhoods of Lisbon, Porto, and the Algarve, but also injecting significant capital into local services, real estate renovation, and the co-working sector.
The Portuguese government's analysis shows these nomads contribute substantially to VAT (sales tax) revenue and the social security system without straining public employment services. However, the data has also led to policy adjustments, including a planned increase in the minimum income requirement and new incentives for nomads to settle in lower-density "interior" regions. For other countries like Spain, Greece, and Croatia, which have launched competing visas, Portugal's data serves as a playbook.
