About the Role
Deputy Chief Information Officer
The FCC Deputy Chief Information Officer (DCIO) is a critical leadership position at the FCC whose work and support directly impacts day-to-day activities of all staff, as well as the overall mission of the FCC. The DCIO provides executive leadership in fulfilling the FCC's IT Vision of delivering modern infrastructure, information, and communications technologies to support and empower innovation of diverse missions of the FCC's Bureaus and Offices.
The job duties of the Deputy Chief Information Officer include:
Being responsible for the overall strategic planning and direction of the FCC's information Technology and telecommunications systems.
Serving alongside the CIO as the Senior Information Technology Program Advisor to the Managing Director, Chairman, Commissioners, and Commission on issues involving strategic and tactical information systems planning, execution, and policy.
Providing executive oversight and direct line supervision over the work and staff of the FCC's information technology organization; responsible for OCIO workforce management and talent development.
Managing the FCC's information technology program and overseeing the operational management for all functional areas; including (a) developing, implementing, and overseeing integrated policies, programs, standards, and objectives for IT services and facilities; IT investments; business relationship management and engagement across the FCC bureaus and offices; system application development; IT engineering and operations; IT service management and delivery; and data management (b) ensuring compliance with all applicable IT Federal laws and mandates; (c) training; and (d) planning, acquisition, and oversight of IT products and services.
Overseeing and managing the FCC's IT portfolio and alignment of FCC mission, strategic goals, and enterprise architecture; ensuring all FCC mission information systems and software products are engineered to satisfy requirements, within determined cost, schedule, security, and data, as well as fostering thought on the innovative uses of technology and exploring new and promising technologies and methodologies for improved delivery of products, services, and solutions that enhance organizational and enterprise performance.
Overseeing and partnering with the Chief Information Security Officer, Privacy Officer, Chief AI Officer, and Chief Data Officer and other senior agency data professionals to safeguard FCC information security systems and highly classified data through the (a) development and implementation of effective Cybersecurity requirements and policies; (b) assessment of systems, capabilities, vulnerabilities, legal requirements, and mitigation solutions; and (c) security training and awareness.
Providing executive-level direction in planning, developing, evaluating, monitoring, and coordinating operational improvement plans, including modernizational initiatives, with internal and external stakeholders to modernize IT architecture and integrate automation across enterprise functions to enhance agility, reduce operational overheads, and better support mission delivery and achieve operational objectives.
Overseeing and participating in procurement activities and budget formulation and execution for information technology programs sourcing, approaches, and investments.
