About the Role
Executive Director - Budget and Planning
Position Title: Executive Director, Budget and Planning
Location: Office of Finance, Fisher Building
Salary: $134,598 - $188,672
Reports to: Deputy Chief Financial Officer
Bargaining Unit: N/A
Benefits Eligible: Yes
Telecommuting Eligibility: Eligible for telecommuting up to 20% (one day per week)
Position Summary:
The Executive Director of Budget and Planning provides technical expertise and assistance to the Deputy Chief Financial Officer, the Chief Financial Officer and the School District's departments on the allocation of resources to best accomplish the goals and objectives of the School District.
Minimum Qualifications:
Bachelor's degree required, Master's preferred
Minimum 7 years professional administrative experience leading teams
Minimum 3 years demonstrated experience with PeopleSoft 9.0+Finance (or similar system)
Demonstrated experience of documented procurement processes in a K-12 setting strongly preferred
Essential Functions:
Supervise the preparation of the annual budget and subsequent amendments including school budget process through zero based budget development process.
Develop and annually refine school based resource allocation including general fund, Title I and 31a resources.
Coordinate with MDE to ensure compliance with all state and federal grant programs.
Supervise the State and Federal Grant Programs to ensure budget alignment with allowable activity, District priorities, and department initiatives.
Supervise the ongoing development and maintenance of District Budget & Planning software including coordinating with IT on the integration with the Districts ERP system.
Coordinate with the Accounting Department to ensure alignment with the use of account codes for annual financial reporting.
Coordinate with the HR department to oversee position management, ensuring alignment with adopted budget and responsiveness to approved changes.
Coordinate with Senior Cabinet leaders to ensure alignment between District Strategic Priorities/Initiatives and available budget funding.
Monitor staff completing daily budgetary and account reviews related to the processing of various types of expenditure requests.
Lead the development of common standards, scope, requirements, and cadence for profit/cash flow reporting.
Identify, request, and implement changes to the financial planning and analysis systems.
Ensure school and department access to up to date budget to actual dashboards to monitor key performance indicators for department budgets.
Complete other duties as assigned.
