Director Of Massachusetts Programs & State Partnerships

Generation Citizen offers tools for the rising generation to build civic skills and make America the inclusive, multi-racial democracy that we need. We are transforming how civics is taught by providing equity-rooted, real-world civic education that helps students understand how governments function and how they can make a difference in the system. Through hands-on civic education, legislative advocacy, coalition-building, and youth leadership development, we teach young people to have a voice and become active citizens in their communities.

We are looking for a skilled and passionate Director of Massachusetts Programs & State Partnerships to join our diverse and inclusive team. For this position, you will serve as Generation Citizen's principal lead and primary point of contact for two high-profile Department of Elementary and Secondary Education (DESE) contracts: the Teaching for Civic Empowerment professional learning initiative and the annual Civics Project Showcases.

You will be fully accountable for all program deliverables, enrollment targets, reporting obligations, and budget management.The Director of Massachusetts Programs & State Partnerships oversees a multi-year statewide professional learning initiative serving up to 4,000 Massachusetts educators, while simultaneously directing the planning and coordination of four regional statewide showcase events celebrating student-led civics projects.Leading a small, dedicated team and collaborating with an event vendor, the Director of Massachusetts Programs & State Partnerships ensures that every aspect of program execution meets or exceeds DESE's standards in a fast-paced, equity-centered environment.

This role reports to the New England Executive Director.

Key Responsibilities

DESE Partnership & Contract Management

  • Serve as GC's primary liaison to DESE across both the Teaching for Civic Empowerment and Civics Project Showcase contracts; lead standing meetings, co-develop agendas, and manage swift distribution of action items.
  • Maintain full accountability for contract deliverables, timelines, and enrollment/satisfaction performance targets.
  • Develop annual implementation plans for the Teaching for Civic Empowerment initiative (due August 1 annually), incorporating regional hub adjustments and lessons learned.
  • Collaborate with GC's New England Executive Director and Program Director to ensure initiatives align with GC's mission and equity commitments.

Course Planning, Delivery & Learning Management

  • Oversee all phases of course planning and delivery, ensuring professional learning sessions are high-quality, equity-centered, and responsive to participants.
  • Lead the statewide educator recruitment strategy in partnership with the Manager, Marketing, Communications & Coalition Strategy, to drive outreach across GC's district networks and the Massachusetts Civic Learning Coalitions.
  • Monitor registration workflows and proactively identify enrollment gaps to deploy targeted outreach to underrepresented districts.
  • Implement strategies to maximize course completion rates in alignment with DESE stipend eligibility benchmarks.
  • Oversee the maintenance of asynchronous course content on GC's Docebo Learning Management System (LMS), and secure regional venues for in-person training across five MA hubs.
  • Supervise the Part-Time Lead Facilitator, Professional Learning (Civic Empowerment), and step in to co-facilitate or lead synchronous course sessions (in-person and virtual) as staffing or scheduling requires, ensuring alignment across recruitment, delivery, and data functions.

Civics Project Showcase Planning & Execution

  • Direct GC's overall planning, vendor coordination, and logistics for four regional Civics Project Showcase events per year across a four-phase annual cycle (October-June).
  • Lead school and district recruitment to achieve specific demographic representation goals, emphasizing projects from majority high-needs and BIPOC-serving schools.
  • Oversee recruitment, training strategies, and public speaking coaching for community advisors and student leaders (MCs, speakers, performers).
  • Coordinate with the event vendor on venue contracting, supply procurement, food and dietary accommodations, setup logistics, and day-of staffing assignments.
  • Manage part-time Showcase staff or interns, and host informational webinars for Massachusetts partners.
  • Develop and execute DESE-approved media plans and collect student testimonials for promotional materials.

Reporting, Data & Financial Management

  • Submit all required DESE reports on schedule (monthly enrollment snapshots, post-course summaries, stipend confirmations, and annual evaluation reports).
  • Maintain a real-time Google Sheets reporting dashboard that provides DESE with constant visibility into registrations and completions.
  • Lead the annual Teaching for Civic Empowerment program evaluation process, synthesizing pre/post survey results and equity analyses into an annual debrief.
  • Manage the full project budget across both contracts, ensuring accurate processing of educator stipends, vendor invoices, and compliance with grant fiscal regulations.
Qualifications & Skills
  • Minimum 5+ years of progressive experience in program management, ideally in K-12 education, civic education, state agencies, or a mission-driven nonprofit context.
  • Demonstrated experience serving as a primary point of contact for a government agency, foundation, or institutional partner, including managing formal reporting and compliance.
  • Strong budget management skills, with experience overseeing contract fiscal reporting, stipend administration, and vendor invoicing.
  • Excellent written and verbal communication skills; comfortable presenting formal evaluation reports and data summaries to high-level stakeholders.
  • Familiarity with the Massachusetts civic education landscape, including the 2018 History and Social Science Framework, the student-led Civics Project requirement, and/or DESE's Teaching for Civic Empowerment initiative, is strongly preferred.
  • Proficiency with Google Workspace and experience managing digital platforms like Docebo (LMS) or RSVPify.
  • Proven supervisory skills with the ability to coach and manage staff across multiple functional areas (communications, facilitation, logistics).
  • Deep commitment to equity, culturally responsive practice, and the mission of Generation Citizen to build an inclusive, multi-racial democracy.
  • Ability to travel within Massachusetts for participant recruitment, in-person course sessions, and regional hub events, including some evenings and weekends.

This position works primarily remotely but will be expected to travel approximately 30% of the time to attend monthly in-person team days, organizational retreats, special events, external partner meetings, and conferences, and to lead in-person participant recruitment and training sessions. Required in-person opportunities include, but are not limited to, annual staff retreats, funder meetings, school visits, teacher professional development, and region-based Civics Day events. This role may include a limited amount of overnight travel.

The salary for this role is $91,817.
