About the Role
Full-Time. Hybrid Schedule. Civil Engineering Project Manager - Land Development & Permitting
Oxford Solutions currently has a client looking for a Civil Engineering Project Manager to lead land development projects with a focus on stormwater and earth disturbance permitting, municipal approvals, and client engagement. This role is ideal for a technically strong engineer with a regional reputation and experience navigating the regulatory landscape across PA, WV, or OH.
Responsibilities
Manage civil site design and permitting for commercial, industrial, and infrastructure projects
Lead preparation and submission of earth disturbance and stormwater permits
Oversee project schedules, budgets, and client communication
Guide projects through the municipal approval process, including public meetings and hearings
Serve as a liaison with environmental regulatory agencies
Mentor junior staff and contribute to business development initiatives
Qualifications:
B.S. or M.S. in Civil, Environmental, or related Engineering discipline
7 to 10 years of experience in site design, permitting, and approvals
Professional Engineer (P.E.) license strongly preferred
Established network with regulatory agencies and involvement in regional trade groups
Solid understanding of Pennsylvania, West Virginia, and/or Ohio regulations
Strong leadership, project management, and communication skills
