Quality Assurance and Safety Management Technical Specialist
Provide High Level Waste (HLW) Technical Support on behalf of The Department of Energy (DOE), Hanford Site, Office of River Protection (ORP), Quality Assurance Division (QAD) as part of Quality Assurance Safety Management services under Requisition Title: AMSQ QAD HLW Technical Support for The Hanford Assistant Manager for Safety and Quality (AMSQ) Division.

The Department of Energy (DOE), Hanford Site, Office of River Protection (ORP), Quality Assurance Division (QAD) requires Quality Assurance Safety Management support from one qualified full-time general support services contractor. The Quality Assurance and Safety Management Technical Specialist will have responsibility for execution of the itemized work scope below:
- Assist ORP in its efforts to manage and oversee the Waste Treatment and Immobilization Plant (WTP) High Level Waste (HLW) project in accordance with DOE Orders, Hanford procedures, and the ORP Nuclear Safety Division Program Description.
- Perform as a subject matter expert (SME) on the ORP Safety Basis Review Team (SBRT) in support of the HLW Firm the Foundation Team (HFFT)
- Development of strategic options for implementation of the WTP HLW project activities and their integration with nuclear and chemical safety requirements
- Perform oversight of chemical safety program initiatives and implementation for HLW.
- Perform oversight of design, as-built/as-procured, and the safety design basis configuration for HLW.
- Perform oversight of the Safety Review Verification effort where BNI verifies implementation of the PDSA design requirements in the designed and procured safety significant components for HLW,
- Assist the SBRT Team Leader in the role of expert reviewer during DOE's review and comment resolution of the Hazard Analysis (HA), Preliminary Documented Safety Analysis (PDSA), Documented Safety Analysis (DSA) development, and PDSA changes as needed to support the HFFT.
- Perform oversight for Hazards Analysis (HA), Accident Analysis (AA), and Control Selection Process for HLW, if needed.
- The SME will provide review capabilities of the HLW DSA related hazard analysis and controls selection. These DSA activities are to be reviewed to be in compliance with contractor procedures and DOE-STD-3009 CN3 (or successor document) criteria. The SME review is particularly important to provide sufficient technical bases for eventual DOE approval of the DSAs and other safety basis deliverables in DOE Safety Evaluation Reports (SERs) and Safety Review Letters (SRLs). SME support will consist of the following activities:
- Provide reviews of HLW HA data and reports to contractor procedures and DOE-STD-3009 criteria.
- Provide reviews of HLW AA calculations and reports to contractor procedures and DOE-STD-3009 criteria.
- Provide periodic oversight of the HLW HA Team sessions conducted by Quality Assurance and Safety Management Technical Specialists to contractor procedures and DOE-STD-3009 criteria, if needed.
- Provide reviews of HLW DSA chapter submittals (i.e., Chapters 2-5) to contractor procedures and DOE-STD-3009 criteria, including chapter reviews, accident analysis technical review, system description reviews, and review of other supporting documents (e.g., bases documents of accident analysis, credited SSC critical characteristics and performance etc.).
- Assist review of HLW DSA safety management program chapters and evaluation of support documents (e.g., FHA, QAP, maintenance, etc.).
- Provide oversight of HLW Un-reviewed Safety Question (USQ) and Safety evaluation (SE) activities, including contractor procedures and assessment of implemented USQ process.
- Assist in the preparation of HLW SERs or SRLs associated with the above HFFT-related activities.
·Participation on HLW Integrated Project Teams (IPT) as required
Deliverables
- Monthly Report. This report will be a combination of the weekly status reports and shall be submitted with the monthly invoice. The report shall also include:
o Deliverable progress, and date(s) submitted if applicable, submitted within this invoice period.
o Work schedule for Contractor employees, to include any leave taken.
Qualifications
Qualification Requirements
Quality Assurance and Safety Management Technical Specialist shall ensure that personnel supporting this task possess the following qualifications:
- Education – BS/BA degree in engineering, science, or business management, or alternatively, an accredited high school certificate plus 4 years of specialized experience in engineering, science, or business management, in addition to the requisite experience. MS/MA or PhD degree in a relevant field is considered to be 2 and 5 years of experience, respectively
- Experience – Minimum (4) years, preferred (14) years of directly applicable experience in applying relevant theories, principles, and practices to tasks, problems, and issues.
- Experienced in Nuclear Safety oversight and Nuclear Safety program implementation.
- Working level knowledge of Nuclear Safety related controls and requirements.
- Working level knowledge of DOE policies and procedures.
- Expertise level of knowledge of Hanford Site mission, activities and priorities.
- Expertise level of knowledge of DOE program and project management practices, policies, and procedures.
- Expert writing skills, proven experience in supporting programs and projects with analysis, tracking, monitoring, assessment, review and coordination.
- Excellent communications skills.
- A knowledge of MS Word, MS PowerPoint, and/or other MS Office tools.
- Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.
- Fully vaccinated against COVID, a granted exception to vaccination for COVID, or able to meet entry and testing requirements for entrance and work in federal buildings.
- U.S. Citizenship.
Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.
The place of performance for this task shall be: 2420/2430/2440 Stevens Center Place, Richland, WA. This position is telework or remote work optional at the discretion of the Technical Monitor (TM) and Contracting Officer's Representative (COR) in consultation with the Contracting Officer (CO). If in-person support is identified as required for any reason and for any length of time by the TM, COR, or CO, Quality Assurance and Safety Management Technical Specialist shall report for duty in-person as requested.
