Regional Human ResourcesManager:

Role Summary:

The Regional HR Manager bridges corporate HR strategy and local implementation, acting as a leader, advisor, and executor to develop a thriving workforce and strong company culture across all the region's (50+) locations.

We are seeking a candidate to fill the role of Regional HR Manager to oversee the HR functions listed below.

The Regional HR Manager will work closely and be the liaison with the HR Director located in our main offices in New York.

To be successful in this role, you must have a good working knowledge of local federal and state labor regulations and in particular, proficient with CA Laws & Regulations.

  • Ability to navigate wage-and-hour complexities (meal/rest breaks, overtime rules, alternative workweek schedules, on-call rules, pay-frequency requirements).

  • Experience with California leave laws (CFRA, PDL, PSL, kin care, school-related leave) and the interplay with FMLA and ADA.

  • Understanding of PAGA exposure and strategies to minimize risk.

  • Knowledge of California harassment, discrimination, and retaliation standards, including training mandates and expanded protected categories.

  • Experience with pay-data reporting, pay-scale disclosure, and pay-equity analysis.

  • Familiarity with background-check restrictions, privacy rules, and data-retention requirements.

  • Experience collaborating with outside counsel and internal legal teams.

  • Experience supporting multiple locations or a geographically dispersed workforce.

  • Experience working with unionized environments if applicable; if not, experience with union-avoidance compliance and NLRA rules.

  • Knowledge of Labor Laws and local ordinances in other states in region including: WA, OR, NV, AZ, CO, TX, UT, AND OK.

Ultimately, you will ensure we build and maintain a strong local and regional employer/employee relationship.

Duties & Responsibilities:

In this role, you will oversee basic Human Resource functions including:

  • Recruitment;

  • Internal testing & training,

  • Corporate new hires;

  • Assist with store operations in hiring issues;

  • Maintaining HR files in corporate;

  • Maintaining all corporate disciplinary action(s) as needed;

  • Liaison for all West Coast region locations(50+ locations, 3,000+ employees) including corporate office for employee issues, recommendation on disciplinary measures and/or steps to be taken;

  • Review EE history of documentation/disciplinary action(s) taken;

  • Make further recommendations on course of action(s) to take;

  • Ensure adequate documentation is in place before action is taken;

  • Oversee annual reviews/increases for corporate;

  • Review annual increases/reviews for store operations;

  • Oversee Safety Programs for Store Operations;

  • Review/Update training curriculum for Store Operations/Management;

  • Oversee Sexual Harassment/Discrimination Training for Region and Corporate offices;

  • Monitor/Oversee Worker Compensation claims;

  • Monitor General Liability claims for region;

  • Assist with scheduling/coordination of monthly HR Admin meetings for entire organization.

  • Oversee/Conduct monthly HR Admin meetings for entire organization;

  • Investigate and respond to Harassment complaints from branches;

  • Monitor Hotline calls and respond appropriately;

  • Monitor and respond to Union issues in branches;

  • Review and attend Union grievance meetings as needed;

  • Update training materials as needed with other regions;

  • Monitor Power Equipment Certifications/Training;

  • Order/Distribute safety-related equipment/supplies as needed (aisle blockers, first aid kits/refills, etc.) as needed;

  • Order New Store Setup supplies and arrange for shipment prior to new store opening (when applicable);

  • Assist with NY HR dept. with LOA issues in local branches;

  • Assist with NY HR dept with various programs (e.g., Health benefits, Scholarship programs, etc.);

  • Monitor regional compliance of OSHA logs for quarterly/annual compliance.

  • Respond to OSHA for any violations & citations;

  • Review and distribute Weekly Safety Tips to entire company;

  • Review and assist with quarterly Safety and Customer Service modules for entire company;

  • Review/Monitor ATT cell phone usage and assist A/P with monthly billing cycle processing;

  • Order ATT replacement hardware and new lines as needed;

  • Monitor Car Allowances for West Coast region;

  • Process Washington State L & I worker comp insurance and submit payment (quarterly).

  • Assist with preparations for Corporate events (e.g., Holiday Lunches, hiring events, etc.);

  • Attend sponsored Job Fair events as needed;

  • Other tasks, as assigned and/or necessary by the Company COO.

Requirements & Skills:

  • Bachelor's or Master's degree in HR or related field preferred.

  • Graduate degree (MBA or MS in HR/IR) is beneficial but not essential.

  • Professional certifications strongly preferred for California work:

  • SHRM-CP or SHRM-SCP, or HRCI PHR/SPHR.

  • California-specific credential such as PHRca is particularly valuable.

  • Continuing education in California employment law, investigations, wage-and-hour compliance, and leave administration.

  • HR experience, minimum 3-5 years, with leadership experience.

  • Multi-unit experience required (50+ locations; 3k+ employees).

  • Strong knowledge of labor laws (CA state, other states in region and federal).

  • Some HR management software knowledge.

  • Excellent communication, leadership, and problem-solving skills. Ability to travel within the region as needed for Harassment investigations, safety audits, training sessions, etc.

  • Graduate degree (MBA or MS in HR/IR) is beneficial but not essential.

  • Professional certifications strongly preferred for California work:

  • SHRM-CP or SHRM-SCP, or HRCI PHR/SPHR.

  • California-specific credential such as PHRca is particularly valuable.
