This position plays a central operational role in securing and planning high-value civil infrastructure, site development, and public works projects across our regional Bay Area portfolio.

Working closely with preconstruction leadership and active field operations, you will manage bid lifecycles from initial plan analysis and quantity take-offs through to final cost breakdowns, subcontractor negotiations, and project handoffs. If you are an autonomous technical estimator who thrives on accurate cost controls, competitive pricing strategies, and strong trade relationships, this position offers top-tier market compensation and long-term career growth.

Key Responsibilities

  • Cost Estimation and Plan Analysis: Analyze civil project plans, structural profiles, engineering details, and specs to prepare precise, competitive cost estimates.
  • Quantity Take-Offs: Prepare comprehensive quantity take-offs and detailed cost breakdowns covering materials, equipment, labor allocations, and site logistics.
  • Subcontractor Bidding and Procurement: Solicit, evaluate, and negotiate bids from trade subcontractors and material suppliers to secure competitive pricing and quality standards.
  • Risk Evaluation and Cost Database: Evaluate project risks and alternative solutions; maintain an active database of cost trends, pricing metrics, and historical bidding data.
  • Project Planning and Handoff: Assist with initial schedule development and budget planning, transitioning won bids seamlessly to field project managers and superintendents.
  • Financial and Budget Controls: Monitor bidding budgets, evaluate change order impacts, and present financial estimates and risk assessments to senior leadership.
  • Site Visits and Investigations: Conduct routine site visits to assess jobsite conditions, evaluate access constraints, identify site risks, and verify scope accuracy.
  • Stakeholder and Client Relations: Serve as a primary point of contact for clients, engineers, subcontractors, and suppliers during the bidding process; build trust and cultivate new business opportunities.
  • Team Collaboration: Lead pre-bid meetings, guide project coordinators, and mentor junior estimators to elevate overall preconstruction efficiency.

What You Need to Succeed (Qualifications)

  • Required
  • Industry Tenure: Minimum 5 years of dedicated experience in civil construction estimating, preconstruction, or project cost management.
  • Civil Systems Knowledge: Strong expertise in civil construction processes, heavy earthwork, site utilities, paving, materials, and field methodologies.
  • Software Competency: High proficiency in Microsoft Office tools (Word, Excel, Outlook) and standard civil estimation or project management software.
  • Contract and Regulatory Literacy: Familiarity with local, Bay Area, state, and federal civil construction regulations, safety codes, and environmental standards.
  • Analytical Capability: Exceptional analytical, organizational, and problem-solving skills with the ability to manage multiple bid schedules simultaneously.
  • Preferred
  • Language Skills: Bilingual proficiency in English and Spanish is a strong plus.
  • Technical Software Expertise: Direct experience with industry estimation platforms (e.g., HCSS HeavyBid, B2W, Agtek, or Bluebeam).

Compensation & Benefits

  • Competitive Annual Base Pay: $120,000.00 to $150,000.00 per year, customized to technical estimation experience and bid track record.
  • Health & Wellness: Comprehensive medical, dental, and vision insurance options.
  • Financial Security: Retirement plan options with company participation.
