Senior Public Works Estimator and Project Manager – Lead Public Civil Construction at Santa Incorporated

The Opportunity
You will spearhead our expansion into Washington public civil construction as a general contractor. This pivotal role gives you direct influence over pipeline growth, competitive bidding, and project execution. You will collaborate closely with executive leadership while building a scalable division within a trusted family-owned company.
How You Will Make an Impact
- Build and manage a qualified opportunity pipeline across small-works rosters and advertised public agency procurements.
- Lead formal bid/no-bid evaluations to assess contract risk, bonding capacity, workforce requirements, and crew alignment.
- Prepare complete, defensible estimates in HCSS HeavyBid encompassing both self-performed scopes and complex subcontracted work.
- Manage awarded public works projects from initial handoff through final owner acceptance and closeout.
- Protect division profitability through rigorous job-cost accounting, monthly cost-to-complete forecasting, and proactive change management.
- Establish standardized procedures for prevailing wage administration, agency qualifications, and public owner documentation.
- Refine bidding accuracy by conducting post-bid reviews and integrating actual field production data into future estimates.
Required Qualifications & Experience
- Proven track record estimating and managing Washington public civil infrastructure projects as a prime contractor.
- Deep technical knowledge of mass earthwork, underground utilities, and heavy civil construction methodologies.
- Advanced proficiency with HCSS HeavyBid for developing complete, competitive, and defensible bid packages.
- Thorough understanding of Washington State public works procurement laws and prevailing wage compliance.
- Demonstrated expertise in contract administration, subcontracts, scheduling, cash-flow forecasting, and change orders.
- Proven ability to collaborate with field operations, office teams, and public agency representatives.
Preferred Qualifications & Experience
- Bachelor’s degree in Construction Management, Civil Engineering, or a related field.
- Established agency and utility district relationships across Seattle and Eastside municipalities.
- Hands-on experience establishing operational controls and workforce workflows for open-shop general contractors.
- Prior experience managing utility replacement and site development projects ranging from $250,000 to $1.25 million.
