Main Activities
You manage the careers (tracking of appointments, promotions, reclassifications, titularizations, parental leave, availability, pension rights, etc.) of agents from the Ministry of the Interior across all regions (prefecture, administrative jurisdictions, police, and gendarmerie) in Auvergne-Rhône-Alpes.Considering the interministerial nature of the common general secretariats (SGC), you also provide HR management support for the Rhône department for agents working in the departmental interministerial directions (agents from the ministries of agriculture and finance).
For all managed personnel, you manage leave (sickness, maternity, CLM, CLD) and special procedures (part-time, bonus leave, medical board, service accidents).You also provide physical and telephone reception.Occasionally, you may assist managers responsible for other portfolios (ministries of ecology and social affairs).
Your professional environment:
Service activity: The departmental common general secretariat is a decentralized service with an interministerial vocation under the authority of the prefect.It provides all support functions for the prefecture and the three departmental interministerial directions of the Rhône.It is organized around four departments: human resources, finance and procurement, real estate-logistics-reception, and digital and information systems, and a support cell for pilotage.The HR department is one of the four departments of the SGC69.
It consists of four offices: - personnel management office - pilotage and collective management office - development of skills and human resources valorization office - social action, accompaniment, and working conditions office And a social dialogue mission
Composition and staffing of the service: The personnel management office is composed of 20 people including: A bureau chief and an assistant of category A A team of statutory managers responsible for tracking the careers of titular agents A team of managers responsible for time management and telework A team of managers responsible for non-titular agents
Hierarchical links: Chief of the personnel management office and his/her assistant Director of HR of the SGC69 and his/her assistant Functional links: Internally: all HR departments, other SGC69 departments Externally: services of the prefecture and departmental interministerial directions, prefectures of the AURA region, services of other Interior Ministry regions (TA and CAA, SGAMI South-East, Gendarmerie)
