About the Role

ABOUT ONETOGETHER SOLUTIONS

OneTogether Solutions (OTS) is a majority Native-owned Managed Services Organization headquartered in Boulder, Colorado. We partner with federally recognized tribes to develop, operate, and sustain opioid treatment programs (OTPs) under Tribal 638 self-determination agreements, with clinic sites across California and Washington. Our model is built on the belief that Indigenous communities deserve whole-person, culturally grounded care delivered with excellence — and that the infrastructure supporting that care must be equally strong.

POSITION SUMMARY

The Chief Development Officer (CDO) owns the growth engine of OneTogether Solutions: identifying where the next clinics should be, proving the demand case for it, securing partner and tribal buy-in, and standing up the site, systems, and infrastructure to open and scale it.

Where the field operations side of the business is accountable for running clinics that already exist, this role is accountable for the pipeline — new markets, new partners, new locations, and the expansion of existing sites into fuller service lines, additional clinics, and new services that align to OTS’ mission.

The CDO is also the senior operational relationship owner for development-stage accounts. From first conversation through stabilization, this role is the face of OTS to tribal leadership, health boards, and partner executives — translating between what the Tribes seek, what the regulatory environment allows, and what OTS can profitably deliver. Success in this role requires deep understanding in the opioid treatment program (OTP) landscape and the regulatory complexity that governs it.

This role may oversee direct reports including the Director of Facilities, Director of Information Technology, and VP of Construction, with travel up to 30% to clinic sites, partner communities, and tribal council meetings.

QUALIFICATIONS

  • Bachelor's degree in healthcare administration, business administration, public health, or a related field, or an equivalent combination of education and relevant experience (Master's degree preferred)
  • Significant progressive leadership experience in healthcare development, healthcare operations, business expansion, or a related field
  • Demonstrated experience developing and executing strategic growth plans, including market analysis, feasibility assessments, financial modeling, and business-case development
  • Experience leading complex healthcare projects involving site selection, construction or buildout, licensing, regulatory approvals, staffing plans, and operational launch
  • Strong working knowledge of the opioid treatment program (OTP) landscape and the regulatory requirements governing OTP development and operations
  • Demonstrated ability to develop and maintain executive-level relationships with external partners, including experience presenting to senior leadership, boards, or governing bodies
  • Experience managing budgets, capital requirements, financial projections, and operational performance measures
  • Demonstrated ability to lead cross-functional teams, manage competing priorities, and hold leaders accountable for results
  • Excellent written, verbal, presentation, negotiation, and relationship-management skills
  • Ability to travel as needed (up to 30%) to support site development, partner relationships, and clinic expansion
  • Direct experience developing, opening, or expanding opioid treatment programs or other regulated behavioral healthcare services preferred
  • Experience working with Tribal Nations, Tribal governments, Tribal healthcare organizations, or other sovereign entities preferred
  • Familiarity with Tribal sovereignty, Indian Health Service (IHS) programs, self-governance funding structures, and Tribal approval processes preferred
  • Experience overseeing healthcare construction, facilities development, information technology readiness, and multi-site expansion initiatives preferred
  • Experience negotiating healthcare service agreements, developing long-term strategic partnerships, and leading healthcare organizations through new-site launches, census ramp-up, and transition to ongoing operations preferred

KEY RESPONSIBILITIES

Clinic Growth, Development & Expansion

  • Own the end-to-end development pipeline: opportunity identification, feasibility, partner negotiation, site selection, buildout, licensure, staffing structure, and opening
  • Develop and maintain a multi-year expansion roadmap tied to OTS strategic priorities and partner readiness, reviewed with the CEO on a defined cadence
  • Lead expansion of existing clinics — added service lines, extended capacity, satellite and medication units, and mobile or telehealth extensions where regulation permits
  • Build the launch playbook: standardized project plans, milestone gates, staffing and org-structure templates, and go-live criteria that make each subsequent opening faster and more predictable than the last
  • Own the development P&L: pro formas, capital requirements, ramp assumptions, and the break-even case presented to the CEO, CFO, and partner leadership

Market Analysis & Demand Planning

  • Direct market and demand analysis for every prospective site: population need, prevalence and treatment-gap estimates, competitor and incumbent OTP census, payer mix, referral pathways, and realistic census ramp curves
  • Maintain a competitive and landscape view of OTPs and adjacent providers in target geographies, including capacity constraints and service gaps OTS is positioned to fill
  • Partner with Finance to connect demand forecasts to staffing models, capital plans, and revenue projections

Client & Tribal Partner Development Updates

  • Serve as the senior OTS voice to tribal councils, health boards, and partner executive teams on all development and expansion matters
  • Own the development reporting rhythm: monthly and quarterly partner updates covering pipeline status, project milestones, census and ramp performance at new sites, risks, and decisions required
  • Prepare and deliver board- and council-level presentations, ensuring materials are accurate, consistent with the approved OTS template, and calibrated to the audience

Development Account Management

  • Run structured account reviews and growth-focused meetings covering development performance, open issues, contract obligations, and expansion opportunities
  • Serve as the escalation point for partner-level operational concerns, coordinating internally across clinical, compliance, finance, and field operations to resolve them
  • Identify and develop organic growth within existing accounts — additional sites, expanded scope of services, and renewed or extended agreements
  • Ensure a clean handoff from development to Field Operations, with defined criteria for when a site transitions and who owns it afterward

Regulatory & OTP Landscape Leadership

  • Maintain expert working knowledge of the regulatory framework governing opioid treatment: 42 CFR Part 8, SAMHSA certification, DEA registration, state opioid treatment authority requirements, accreditation bodies (CARF, Joint Commission), 42 CFR Part 2 confidentiality, and applicable state licensure
  • Understand and navigate the tribal health context, including sovereignty, IHS and self-governance funding structures, and tribal approval and consultation processes
  • Monitor policy and reimbursement changes that create or close expansion opportunities, and brief the executive team on implications

Functional Leadership — Development, Facilities & IT

  • Lead, coach, and hold accountable the direct reports including: VP of Construction and Development, Director of Facilities, and Director of Information Technology
  • Drive key performance indicators and outcomes including on-schedule site openings, timeline from executed agreement to first patient served, census ramp accuracy against forecast, pipeline conversion rate, regulatory compliance, partner satisfaction, and go-live readiness milestones
