The Enterprise Infrastructure & Core Services (EICS) organization delivers the foundational technology capabilities that enable mission at scale. EICS comprises four functional teams: IT Asset Management – Hardware (ITAM HAM), IT Asset Management – Software (ITAM SAM), Infrastructure Engineering (Network and Cloud), and Infrastructure Operations. Together, these teams ensure the reliability, security, and optimization of enterprise technology environment.
The Senior Portfolio Manager is a contingent worker (CW) role responsible for managing and advancing the EICS portfolio against strategic goals. This individual will own portfolio-level tracking and reporting, manage small-to-medium cross-domain projects, and coordinate the CIO and CISO executive briefing schedule. The ideal candidate brings strong program management discipline, exceptional stakeholder communication skills, and the ability to synthesize complex, multi-team activity into clear, executive-ready narratives.
Portfolio Management & Progress Tracking
• Maintain a comprehensive portfolio view across all four EICS teams, tracking progress to strategic goals, milestones, and key performance indicators
• Establish and operate a consistent portfolio governance rhythm including status reporting, risk identification, and dependency management
• Develop and maintain portfolio dashboards and reporting artifacts that provide real-time visibility to the EICS Department Head and senior leadership
• Identify portfolio-level risks, issues, and blockers; escalate appropriately and facilitate resolution across teams
• Monitor resource utilization and capacity across EICS teams to surface constraints and support prioritization decisions
• Lead Sprint Review preparation and facilitation activities, including coordinating demonstrations, curating stakeholder-ready release summaries, capturing accepted and deferred backlog items, and ensuring review outcomes inform portfolio-level planning and roadmap refinement
Project Management – Cross-Domain Initiatives
• Lead end-to-end project management for small-to-medium efforts that span multiple EICS teams or require coordination with stakeholders outside EICS
• Define project scope, objectives, timelines, and success criteria in collaboration with team leads and the Department Head
• Develop and maintain project plans, RACI matrices, communication plans, and status reports
• Facilitate project kickoffs, working sessions, and retrospectives; drive accountability for action items and decisions
• Apply structured project management methodologies (e.g., PMI, Agile, hybrid) appropriate to the size and nature of each initiative
• Support the New Product Request (NPR) process by implementing and tracking process enhancements, managing the NPR lifecycle from intake through resolution, and ensuring consistent execution and visibility across stakeholders
CIO & CISO Executive Briefing Coordination
• Own and manage the EICS executive briefing schedule for CIO and CISO engagements, ensuring timely preparation and delivery of all materials
• Coordinate data collection across EICS teams to compile accomplishments, project updates, portfolio additions, and key metrics ahead of each briefing cycle
• Support the draft and refinement process for executive briefing decks, briefing documents, and talking points in alignment with Client's communication standards
• Serve as the primary point of coordination between EICS and the offices of the CIO and CISO for scheduling, agenda-setting, and follow-up actions
• Track and close out action items and commitments arising from executive briefings
Stakeholder Engagement & Communication
• Act as a trusted liaison between the EICS Department Head and internal stakeholders across Technology, Security, Finance, and business divisions
• Communicate portfolio status, risks, and outcomes in a clear, consistent, and audience-appropriate manner
• Partner with team leads across ITAM HAM, ITAM SAM, Infrastructure Engineering, and Infrastructure Operations to gather inputs and maintain alignment
• Support onboarding of new projects into the EICS portfolio, including intake evaluation and prioritization facilitation
Operational Excellence & Continuous Improvement
• Identify and recommend improvements to EICS portfolio management processes, tools, and reporting mechanisms
• Support the development and maintenance of EICS team operating procedures, governance documentation, and internal knowledge repositories
• Assist in the annual planning cycle by consolidating team-level inputs into a cohesive EICS portfolio view
• Benchmark EICS portfolio practices against industry standards and recommend enhancements to the Department Head
Required Qualifications - Preferred Qualifications
• 7–10 years of experience in portfolio management, program management, or a related discipline within enterprise IT or technology organizations
• PMP, PgMP, or equivalent project/program management certification
• Demonstrated experience managing cross-functional portfolios that include infrastructure, operations, or security domains
• Proven ability to manage multiple concurrent small-to-medium projects from initiation through closure
• Experience supporting CIO or CISO briefing cycles in a large enterprise or higher education environment
• Experience preparing and coordinating materials for senior executive audiences (CIO, CISO, or equivalent)
• Knowledge of Agile and hybrid delivery frameworks
• Proficiency with portfolio and project management tools (e.g., Jira, Smartsheet, Microsoft Project, ServiceNow PPM, or equivalent)
• Experience with data visualization or reporting tools (e.g., Power BI, Tableau) to build portfolio dashboards
• Advanced proficiency in Microsoft Office 365, particularly PowerPoint and Excel
• Background in higher education, non-profit, or similarly mission-driven organizations
• Strong written and verbal communication skills with ability to synthesize technical content for executive audiences
• Familiarity with ITIL v4 principles and IT governance frameworks
• Experience operating in a matrixed organization and influencing outcomes without direct authority
