Position Overview

Join us in our support to the US Space Force (HQ USSF) Commercial Satellite Communication (COMSATCOM) Office (CSCO), where you will help shape the future of assured, resilient SATCOM for our warfighters and mission partners. As a key member of a highly collaborative, mission-focused team, you will apply your expertise to help deliver innovative commercial SATCOM capabilities, integrate a transformative COMSATCOM business model into the broader SATCOM enterprise, and translate complex operational needs into effective, affordable solutions. In this role, you will work directly with COMSATCOM customers and stakeholders, providing trusted guidance, insightful analysis, and clear recommendations that drive real-world impact in a rapidly evolving space domain. Job duties include:

Responsibilities

  • Develop, review, and process interagency reimbursable agreements using standardized agreement instruments, including FS Forms 7600A and 7600B, amendments, modifications, and associated attachments.
  • Coordinate with program offices to obtain clear requirements, performance periods, funding information, statutory authorities, roles and responsibilities, and supporting documentation needed for agreement execution.
  • Review requisitions and agreement packages for completeness, accuracy, internal consistency, and sufficiency of supporting documentation before submission for approval or signature.
  • Analyze agreement documentation to identify ambiguities, missing provisions, conflicting data, funding issues, or performance risks, and resolve issues with program, legal, finance, and contracting officials.
  • Prepare and maintain official agreement files, tracking logs, status reports, action registers, and closeout records for new, modified, active, and expired agreements.
  • Support the preparation and review of General Terms & Conditions (GT&C) umbrella agreements, specific orders, funding modifications, cancellation actions, and annual reviews of continuing agreements.
  • Monitor periods of performance, funding expiration dates, cancellation dates, billing arrangements, payment terms, and closeout milestones to support timely agreement administration.
  • Assist in determining whether transactions involve assisted acquisition features, reimbursable support arrangements, or other interagency servicing relationships requiring additional review or documentation.
  • Coordinate staffing and routing of agreement packages through program, legal, finance, budget, and approval channels, and track adjudication of comments.
  • Draft correspondence, memoranda, checklists, standard operating procedures, and templates related to interagency agreement execution and administration.
Required Qualifications
  • Bachelor's degree in business, public administration, acquisition, contracting, finance, or related field, or equivalent combination of education and relevant experience.
  • Secret Clearance Required. #qinetiqclearedjob
  • Minimum 3 years experience supporting Federal reimbursable agreements, interagency agreements, assisted acquisitions, acquisitions, grants administration, budget execution, or comparable agreement/transaction functions.
  • Experience reviewing formal documentation packages and coordinating actions across multiple stakeholders.
  • Experience using enterprise tracking systems, shared workflow tools, and standard office applications.
  • Ability to support on-site client meetings within the National Capital Region.
Preferred Qualifications
  • Experience with Economy Act or other interagency funding authorities.
  • Experience preparing or reviewing FS Forms 7600A and 7600B.
  • Experience supporting agreement closeout, audit readiness, records management, or internal control reviews.
  • Familiarity with FAR-based acquisition environments and Federal fiscal controls.
  • TS clearance with SCI eligibility


Pay Transparency

The salary range for this role is $75,000- $125,000 USD. The salary range provided is a good faith estimate representative of all experience levels. QinetiQ US considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
